Acts
Luke's second volume to Theophilus: 'the first book... concerned all that Jesus began both to do and to teach' — Acts is what the risen Jesus continues to do and teach, through the Holy Spirit, in his witnesses. The program is set in 1:8 — 'witnesses to me in Jerusalem, in all Judea and Samaria, and to the uttermost parts of the earth' — and the narrative moves exactly that way, from an upper room in Jerusalem to Paul in Rome, preaching God's Kingdom 'with all boldness, without hindrance.'
Themes
- The Spirit's initiative — Every advance is the Spirit's move — Pentecost, Samaria, Cornelius's household, 'the Holy Spirit said' at Antioch, the turn to Macedonia.
- The unstoppable word — The narrative refrain: 'the word of God grew and multiplied' (6:7; 12:24; 19:20) — prisons, stonings, and shipwrecks cannot stop it.
- Witness — 'You will be witnesses to me' (1:8) — from the apostles to Stephen to Paul, testimony given at Jerusalem and destined for Rome (23:11).

Chapters
- Acts 1 — Luke resumes where his first book ended: over forty days the risen Jesus prepares his apostles — not to know times or seasons, but to receive power and be his witnesses in Jerusalem, all Judea and Samaria, and to the uttermost parts of the earth. The chapter is the church waiting: praying with one accord, and restoring the twelve before the promise arrives.
- Acts 2 — At Pentecost the promise arrives: the Spirit is poured out, every nation under the sky hears the mighty works of God in its own language, and Peter proclaims that the Jesus they crucified has been raised and exalted — made both Lord and Christ. Three thousand repent and are baptized, and a Spirit-formed community begins its shared life.
- Acts 3 — A man lame from birth is raised up 'in the name of Jesus Christ of Nazareth,' and Peter refuses the credit: the God of the fathers has glorified his Servant Jesus — the Prince of life whom you killed and God raised — so repent, for all the prophets from Samuel onward told of these days.
- Acts 4 — The name that healed now stands trial. Arrested for proclaiming in Jesus the resurrection, Peter — filled with the Holy Spirit — tells the council there is salvation in no other name; commanded to silence, the apostles can't help telling what they saw and heard, and the church answers threats with prayer for boldness and a deepened common life.
- Acts 5 — The church's first internal threat and its fiercest external pressure meet the same God: judgment falls on the lie within, an angel opens the prison from without, and the apostles give the book its manifesto — 'We must obey God rather than men.' Gamaliel names the test the rest of Acts vindicates: what is of God cannot be overthrown.
- Acts 6 — Multiplying growth produces the church's first internal dispute, which the Twelve resolve by protecting both the priority of the word and the care of the neglected — and the Spirit-filled Seven they appoint immediately push the witness further: Stephen's irresistible wisdom draws the manufactured charge that will occasion the book's longest speech.
- Acts 7 — Stephen answers the temple-and-law charge with Israel's own story: the God of glory has always worked outside the land and beyond anything 'made with hands,' and Israel has always refused the deliverers he sent — Joseph, Moses, the prophets, and now the Righteous One. The defense becomes indictment, and the first martyr dies seeing the Son of Man standing, praying his Lord's own prayers.
- Acts 8 — Persecution becomes propulsion: the scattered go around preaching the word, the gospel crosses into Samaria and overtakes an Ethiopian official on a desert road, and every advance is Spirit-directed — a gift of God that Simon's money cannot buy. The Judea-and-Samaria phase of Acts 1:8 opens under fire.
- Acts 9 — The church's fiercest enemy is arrested on the road by the risen Jesus and remade into his 'chosen vessel to bear my name before the nations' — while Peter's ministry moves down the coast to Joppa. Before anyone plans a Gentile mission, God is forging its instrument and positioning its first preacher.
- Acts 10 — God engineers the meeting neither man would have sought: an angel sends a God-fearing centurion to Joppa, a threefold vision teaches Peter not to call unclean what God has cleansed, and the Holy Spirit falls on Gentiles while Peter is still speaking. The Jew–Gentile boundary is crossed — at God's initiative, at every step.
- Acts 11 — The Gentile breakthrough is examined and owned: Peter's step-by-step retelling silences the objection — 'who was I, that I could withstand God?' — and Jerusalem concedes that God has granted the Gentiles 'repentance to life.' Meanwhile at Antioch a mixed assembly forms, gains Barnabas and Saul as teachers, is first called 'Christians,' and sends relief back to Judea.
- Acts 12 — A king with the sword meets an assembly with prayer: Herod kills James and jails Peter, but an angel of the Lord walks Peter out past every guard — and the same angel-verb ends Herod, who accepts a god's acclaim and 'didn't give God the glory.' Luke's verdict on the whole collision: 'But the word of God grew and multiplied.'
- Acts 13 — The Holy Spirit sets apart Barnabas and Saul from the assembly at Antioch, and the first missionary journey begins. In Pisidian Antioch Paul preaches Israel's whole story as fulfilled in the risen Jesus — and when the word is thrust away, the missionaries turn to the Gentiles, as the Lord commanded.
- Acts 14 — The journey's pattern intensifies at Iconium, Lystra, and Derbe: bold speech, divided cities, worship offered to the messengers, and stones thrown at them. Through many afflictions the disciples must enter God's Kingdom — and the report back home is all God's doing: he 'opened a door of faith to the nations.'
- Acts 15 — The gospel's terms are settled at Jerusalem: salvation is 'through the grace of the Lord Jesus,' for Gentile and Jew alike — no yoke of circumcision, only a few necessary abstentions, written into a letter that lands at Antioch as encouragement and joy.
- Acts 16 — The Spirit closes every door but one and calls the missionaries across the sea into Macedonia. In Philippi the gospel enters Europe through three unlikely households — a merchant whose heart the Lord opens, an enslaved girl set free at her masters' cost, and a jailer who asks at midnight what he must do to be saved.
- Acts 17 — One message — the Christ had to suffer and rise again, and this Jesus is he — meets three Greek cities: Thessalonica riots, Beroea examines the Scriptures daily, and Athens hears the Creator proclaimed from its own altar to an unknown God. Everywhere the dividing line falls at the same place: the resurrection, and the summons to repent before the man God has ordained to judge.
- Acts 18 — In Corinth the pattern holds — synagogue reasoning, rejection, the turn to the Gentiles — but the Lord himself intervenes by night: “Don't be afraid… I have many people in this city.” Paul stays a year and six months, Rome's proconsul refuses to make the Way a crime, and the chapter closes by seeding Ephesus: a promise to return “if God wills,” and Apollos taught the way of God more accurately.
- Acts 19 — Ephesus is the summit of the journeys: the Spirit completes John's disciples, two years of daily reasoning carry the word to all who live in Asia, and God's power exposes counterfeit exorcism and burns the magic books — “So the word of the Lord was growing and becoming mighty.” The gospel's very success then collides with Artemis's economy, and the riot that fills the theater for two hours cannot, in the end, name a crime.
- Acts 20 — The mission turns homeward: Paul retraces Macedonia and Greece to encourage the churches, and at Miletus delivers Acts' only recorded address to believers — his farewell to the Ephesian elders — putting a ministry that shrank from nothing into evidence and entrusting the flock to God and the word of his grace, while ahead lie the bonds and afflictions the Holy Spirit testifies of in every city.
- Acts 21 — Paul goes up to Jerusalem with open eyes: the Spirit has said bonds are waiting, the church begs him not to go, and he goes anyway — 'ready not only to be bound, but also to die... for the name of the Lord Jesus.' The chapter ends with the prophecy fulfilled to the letter: seized in the temple, bound with two chains, and delivered into the hands of the Gentiles.
- Acts 22 — Paul's defense to the Jerusalem crowd is his own story told as a thoroughly Jewish story: a Gamaliel-trained zealot, arrested by a heavenly light, healed and commissioned through a law-devout Ananias, warned in the temple itself. The crowd listens to all of it — until one word, 'Gentiles,' and the riot resumes. What the mob's rage cannot touch is what Paul then reveals: he was born a Roman.
- Acts 23 — Before the council Paul names the real issue — 'concerning the hope and resurrection of the dead I am being judged' — and the court dissolves into its own factions. That night the Lord himself stands by him: 'as you have testified about me at Jerusalem, so you must testify also at Rome.' Everything that follows — a forty-man murder oath, a nephew's tip, a 470-soldier night escort — becomes the unlikely machinery by which that promise starts moving.
- Acts 24 — Paul's first formal Roman trial: a hired orator dresses the mob's rage as sedition, and Paul answers with checkable facts — twelve days, no crowd, no proof, absent accusers — while confessing the one thing he will not deny: 'according to the Way... so I serve the God of our fathers,' in the hope of the resurrection. Felix, well informed and unwilling to rule, converts justice into delay: custody with privileges, audiences that terrify him, a hoped-for bribe, and two years of nothing.
- Acts 25 — A new governor inherits an old plot, and Roman process becomes God's instrument: pressed to hand Paul back to Jerusalem, Paul invokes his right as a citizen — 'I appeal to Caesar!' — and Festus's verdict fixes the road to Rome. Yet the man being sent has no chargeable crime; the governor himself cannot say what to write.
- Acts 26 — Paul's fullest defense in Acts is not a plea for acquittal but a testimony: his life as a Pharisee, the risen Jesus on the Damascus road, and a commission to open Gentile eyes — all of it 'nothing but what the prophets and Moses said would happen.' He is on trial, he insists, for Israel's own hope: 'Why is it judged incredible with you if God does raise the dead?'
- Acts 27 — The voyage to Rome becomes a storm narrative in which every human resource fails — seamanship, cargo, tackle, finally 'all hope that we would be saved' — and one word holds: 'Don't be afraid, Paul. You must stand before Caesar.' The prisoner becomes the ship's true pilot, and 276 souls are granted to him; God's purpose, not the sea, decides who lives.
- Acts 28 — From Malta's fire to a rented house in Rome, every obstacle — viper, winter, unbelief itself — fails to stop the word. Paul reaches the capital 'because of the hope of Israel', and when his own people divide over Jesus, Isaiah's verdict sends the salvation of God to the nations. Luke's last line is not a conclusion but a status report: God's Kingdom preached 'with all boldness, without hindrance.'
