Big idea: Before a word about Nineveh's fall, Nahum establishes who is bringing it: Yahweh, a jealous avenger who is also slow to anger, before whom the created order itself convulses (vv. 2–8). Only on that foundation does the verdict land — Nineveh's plots are futile and its end is fixed (vv. 9–11) — and its mirror image: Judah's yoke is broken and a herald announces peace (vv. 12–15).

The hymn's two-sided God — 'good, a stronghold' to those who take refuge, yet pursuing 'his enemies into darkness' (vv. 7–8) — sets up the two audiences the rest of the book addresses in turn: Judah, who is comforted, and Nineveh, whose siege chapter 2 narrates.

1:1 — Superscription

The book's title in two phrases: an oracle 'about Nineveh,' and 'the book of the vision of Nahum the Elkoshite.' It names the target (Nineveh, Assyria's capital), the genre (a burden/oracle and a vision), and the prophet.

1:2–8 — The avenging, patient God

A hymn establishing Yahweh's character before any sentence is passed. He is jealous and avenging toward his adversaries, yet slow to anger and great in power — and by no means clears the guilty. Creation itself answers to him: he dries the sea and rivers, withers Bashan and Carmel, quakes mountains and melts hills; no one can stand before his wrath. The hymn turns on a hinge: he is good, a stronghold for those who take refuge in him — but he will make a full end of his enemies, pursuing them into darkness.

2 Yahweh is a jealous God and avenges. Yahweh avenges and is full of wrath. Yahweh takes vengeance on his adversaries, and he maintains wrath against his enemies. 3 Yahweh is slow to anger, and great in power, and will by no means leave the guilty unpunished. Yahweh has his way in the whirlwind and in the storm, and the clouds are the dust of his feet. 4 He rebukes the sea and makes it dry, and dries up all the rivers. Bashan and Carmel languish. The flower of Lebanon languishes. 5 The mountains quake before him, and the hills melt away. The earth trembles at his presence, yes, the world, and all who dwell in it. 6 Who can stand before his indignation? Who can endure the fierceness of his anger? His wrath is poured out like fire, and the rocks are broken apart by him. 7 Yahweh is good, a stronghold in the day of trouble; and he knows those who take refuge in him. 8 But with an overflowing flood, he will make a full end of her place, and will pursue his enemies into darkness.

1:9–11 — Nineveh's plot answered

The oracle turns to confront Nineveh's scheming. Whatever they plot against Yahweh, he will make a full end — affliction will not rise a second time. Tangled like thorns and drunk on their own drink, they will be consumed like dry stubble. One has come out of Nineveh who devises evil against Yahweh, a counselor of wickedness.

9 What do you plot against Yahweh? He will make a full end. Affliction won’t rise up the second time. 10 For entangled like thorns, and drunken as with their drink, they are consumed utterly like dry stubble. 11 One has gone out of you who devises evil against Yahweh, who counsels wickedness.

1:12–15 — Judah freed, Nineveh cut off

Two addressees, alternating. To Judah: though the enemy is many and strong, they will be cut down; Judah's affliction is ending, the yoke broken, its bonds burst. To Nineveh: no descendants will carry its name, its idols will be cut from the temple, its grave is dug — for it is vile. Then the good news: on the mountains, the feet of a herald announcing peace — Judah may keep its feasts and pay its vows, for the wicked one is utterly cut off.

12 Yahweh says: “Though they are in full strength and likewise many, even so they will be cut down and pass away. Though I have afflicted you, I will afflict you no more. 13 Now I will break his yoke from off you, and will burst your bonds apart.” 14 Yahweh has commanded concerning you: “No more descendants will bear your name. Out of the house of your gods, I will cut off the engraved image and the molten image. I will make your grave, for you are vile.” 15 Behold, on the mountains the feet of him who brings good news, who publishes peace! Keep your feasts, Judah! Perform your vows, for the wicked one will no more pass through you. He is utterly cut off.
